The map above shows an arrow at Highgrove that is an ideal location for a Regional Metrolink station for the 2012 Regional Transportation Plan being implemented by, the Southern California Association of Governments (SCAG). The Regional Transportation Plan (RTP) is a plan for the next 23 years from 2012 to 2035. Highgrove is 7 rail miles south of San Bernardino and 3.5 rail miles north of Riverside.
For 10 years the surrounding cities and communities have supported a Metrolink station at Highgrove on the BNSF main line (green line) where there have been Metrolink trains 7 days a week since July 15, 2006. The 17.22 acres of vacant land between the two railroads, at the arrow on the map and enlarged at left, is now owned by the Riverside County Transportation Commission and was purchased to build a new track to connect the two railroads to allow future commuter trains between Riverside and Perris. But this curved track only takes up a narrow portion of the 17.22 acres. The remaining portion north of the curved track could be used for a Metrolink station where there is room for approximately 725 parking spaces at Highgrove and room north of Villa St. for future parking expansion. There are now over 30,000 residents within a 2 mile radius of the Highgrove location where there are 1,555 acres of vacant buildable land. One mile east of the Highgrove Metrolink location there are 2,500 lots ready for building new homes in the Spring Mountain Ranch project where $250 million dollars of infrastructure are already in place that includes sewer lines, water lines, fire hydrants, electrical, flood control, etc..
Highgrove is a perfect location because it already has the existing railroad tracks, existing Metrolink trains 7 days a week, plenty of room for parking, and hundreds of acres of former orange groves that have been converted into pads for future homes.
After the Perris Valley Line track is rebuilt for commuter trains, future Metrolink trains between Riverside and Perris could use this same property at Highgrove to go around the red curved track to the proposed Marlborough Ave. Metrolink Station shown in red on the map. It is important to remember that a station at Marlborough Ave. will not transport any commuters between the two counties or to the San Bernardino Metrolink terminal.
RCTC's property at Highgrove could be used for two purposes: one to address the needs of the Regional Transportation Plan (RTP) on the green line by using the existing Metrolink trains between Riverside and San Bernardino Counties, and the curved red line to connect the two railroads for future Metrolink trains between Riverside and Perris. Both functions would be independent from each other.
